Here is a few easy steps that needed to be done to Unlock Pack-A-Punch in Call of Duty WW2 Nazi Zombies The Frozen Dawn Map.

You Will Need to Enter Thule.
Unlock All the Doors Down to Blood Alter.
Enter The Passage within the Archives.
Press Button on Wall Across from Transporter in the Passage.
Enter 3 Transporters Around Map. Blood Alter, Passage, Spawn.
Pack-A-Punch is Now Open.
